The main project objective is to develop and introduce new Master curriculum in land governance in accordance with the Bologna process (i.e. a two-year study program, ECTS including ECTS grading system) at two Macedonian and four Ukrainian universities. The project will establish the new study program through a new innovative (i.e. interdisciplinary) Master curriculum. Since two different countries are involved, two mainly similar but partly individual curricula are to be developed.

Project duration – 3 years (15 January 2010 – 15 January 2013).

Objectives of the project:

  •      To develop and introduce a new Master program in Land governance in accordance with Bologna process at partner Universities;
  •      To establish new IT academic environment at partner Universities;
  •      To built up the capacity of partner Universities through intensive training;
  •      To strengthen the link between education and practice in Land governance;
  •      To enhance the visibility of the new Master program in Macedonia and Ukraine.

In Kyiv National University of Construction and Architecture (KNUCA) and Donetsk National Technical University (DNTU) will develop and introduce curriculum with urban profile. In Kharkiv National Agrarian University named after V.V. Dokuchaev (KNAU) and Lviv National Agricultural University (LNAU) will prepare new curriculum with rural profile.

In terms of project, it was planned info session, orientated to promote relationship between education, science and industry. The first info session was held in LNAU. Consortium members and representatives of production and science, post graduate students and other stakeholders took part.

The meeting with the rector of the university academician Snitynskyy V.V. was held during info-session. It was confirmed the importance of the project for development and introducing new educational programs in LNAU as well as strengthening relationship between education and practice in land resources management.

In terms of Info-session the issues of educational and methodological basis and organization of the educational process in LNAU, introducing international projects, peculiarities of studying at land management faculty of LNAU.

The attention was paid to challenges of land resources management in Macedonia and Ukraine, methodology of rural territories development at the regional level, training of foreign students in the sphere of land management in Aalto University.

The cooperation of universities and production representatives is an important element of introducing TEMPUS projects. The meeting with the director of Center of market researches, c.e.s. Liubchyk V.V. was organized. He spoke about the peculiarities of land organization in Ukraine.

In terms of project LAGOS the new specialty "Land Resources Management" for Master degree, approved by rector, academician Volodymyr Snitynskyy, was drafted at the land management faculty of Lviv NAU according to Bologna process.

The curriculum of new Master program consists of the disciplines of legal, economic and planning and technical directions. This plan includes new disciplines which have been studied by students of land management faculty of Lviv NAU: real estate market, forcible seizure of land in rural areas, sustainable rural development, land consolidation. Duration of the course is 1 year (60 ECTS).

Students had to enter the Magistracy as to new specialty in 2012. A booklet about the new specialty "Land Resources Management" for Master degree was prepared for an introductory promotional campaign. But in the absence of the permit of Ministry of Education, Science, Youth and Sports on opening this specialty in 2012 the recruitment of students failed.

On September 17-21, 2012 the final conference on Tempus “The development of education on land resources management in Macedonia and Ukraine” was held in Kyiv National University of Building and Architecture(“LAGOS” 159184-2009-TEMPUS-SE-JPCR) (then- project LAGOS) which started in January, 2010.

It was discussed advantages and problems of project LAGOS implementation in universities of Ukraine and Macedonia and evaluated the state of introducing new Master program on land resources management according to Bologna process in 4 Ukrainian Higher Educational Establishments till September 2012 including Lviv NAU.

The issues aimed at developing relationship between education, science and industry in the field of land resources management were considered during the conference. Consortium members and representatives of production and science, post graduate students and other stakeholders took part.

The results of the implementation of project LAGOS in Lviv NAU are the following: the curriculum of specialty “Land Resources Management” Master degree is developed; the educational materials in such disciplines as “Land Resources Management”, “Land consolidation”, “Economics of Land Resources”, “Legislature as to natural resources” are prepared and given to publishing; the potential of young teachers of land management faculty is created due to intensive studying and experience exchange; new academic IT environment is established (new computer class and software); it is strengthen the relationship between education and practice in land resources management; the exchange between students of Lviv NAU and St. Cyril and Methodius University (Macedonia) is conducted for internship in geodesy.

19th to 20th September 2012 Dissemination Conferences of the Tempus Project

From 19th to 20th September 2012 Kyiv National University of Construction and Architecture, Kyiv, Ukraine held the Dissemination Conferences of the Tempus Project “Development of New Land Governance Studies in Macedonia and Ukraine” (“LAGOS”) 159184-2009-TEMPUS-SE-JPCR.

In January 2013 TEMPUS project of the fourth stage “Development of education on land resources management issues in Macedonia and Ukraine” (later- Project) finished. It started in January 2010. The coordinator of the Project in Lviv NAU was doctor of economic sciences, Professor Stupen Mykhailo Hryhorovych.

New Master program on land resources management issues according to Bologna process was developed. The relevance of design and implementation of this educational program is obvious, because under conditions of functioning of land market in Ukraine there is a need for qualified professionals of land management industry, who could solve the problem for the rational use and protection of land, using market mechanisms of land resources management and the concept of sustainable development of land use.

The teachers of land management faculty also developed the new course “Land consolidation” and prepared educational materials on such disciplines as “Economics of land resources”, “Legislature as to nature resources”, “Land resources management”, “Land consolidation”. They used foreign scientific literature and information, obtained during education visits to European universities.

New academic IT environment is established at land management faculty of Lviv NAU. The potential of the teaching staff is increase due to training in Royal Institute of Technology (Sweden), Krakow Agricultural University (Poland), Helsinki University of Technology (Finland), St. Cyril and Methodius University (Macedonia)

In June 2013 the monitoring of tasks implementation of Project in member universities from Ukraine will be held in Donetsk National Technical University.

Students mobility

In 2011-2012 there was exchange of students for the practical training of Geodesy between Civil Engineering Faculty of the University St. Cyril and Methodius and of the Faculty Land Surveying of Lviv National Agrarian University.

Such cooperation allows us to share experiences of practice, to use of surveying instruments, to apply new technologies in topography and geodesy for the purposes of Land Management.

Also, these measures allow our students to find new friends, see new places and improve English proficiency!
